Summary: The Texas Senate voted Tuesday night to raise state taxes on smokeless tobacco, with the money going to help pay for a program to encourage doctors to practice in rural areas.
Instead of basing the tax on price, smokeless tobacco would be taxed by weight. The change is expected to raise about $105 million.
Some of that money would be used for a medical school loan repayment program for doctors who work in underserved areas. Supporters say medical school graduates are drawn to higher paying areas and specialties in order to pay off hefty school loans, leaving rural and border areas short of doctors.
